On sign projects that require layout, I tell the client the cost is $xxx, that includes the sign and 1 hour of design, any additional time is billed out at $xx, I will let you know how much time is left after each revision so you can adjust your revisions accordingly.
Funny how as you get close to the end of that "free" hour most designs look great!
