bad test print on magenta head

I have a jv3 160, when I test print, the magenta prints 100% on side and only about 2% on the other. I've done several cleaning cycles and nozzle washes. Could this be a cable issue? Any help would be appreciated.

Does it appear to have any scratches on the bottom on the head?

No scratches. I'm going to check hose for ink, maybe one hose isn't primed.

After inspecting the dampers, I can see ink that moves inside when I rotate it on one, the other seems to have ink in it, but I can't see movement. When I switch dampers, the side that was printing perfect now print about 40% and inconsistent, with the bad side not printing at all. When I switch them back, the good side prints normal again. If you have any other ideas, let me know. I'm going to replace the damper and see if that helps.
