ballast issue

Ok I found the culprit to my sign that stopped lighting up. The ballast busted open and there was some discoloring at top of being burned. The other ballast beside it is fine. ANyone ever seen this on a 12v ballast. Sign has View attachment church copy.jpg 120 coming from it
