Ask them to read any of the finished signs in the shop.
If they get better than 70% of the words right hire them on the spot....

my dad is in construction, and though I don't agree with his interview process it does make sense...

He hands the guy a shovel and says dig.
You know what, not everyone can use a shovel proficiently.

Give them something to weed during the interview....
