Best Vinyl for Concrete Floor?

We need to make some 6x14 inch printed rectangles for customer, They will be applied to new concrete floor, There is not much if any foot traffic,
They are more concerned with adhesion than wear, Would normal calendered such as oracal 3651 adhere well, or are there other materials with more adhesion , any input would be appreciated,

What are they for? Is the fllor sealed? Painted?
Could the graphic be painted?
If not then a good floor decal material approved for masonry with the right laminate should work
