When you want it to show as black, the standard thing is to use normal opaque black.

It doesn't exist, it's literally impossible to reflect an absence of color/light.

yes, any black vinyl then since black reflecting back would be the absence of light reflecting. I have seen white, grey (white reflective with a black print on it) and gold reflected but not black. to have black reflected and be visible as a bright entity ... sort of defies the way light works ... especially in the cones of your eyes and extra especially at night. the closest you might get is a tinted reflection with solvent printing onto the reflective since light will pass through some black solvent inks and reflect back but it won't be black it will be around 30-70% grey ... but more than likely it will print as a pure black and light won't pass through it ... at which point ... wasted money.

This is the answer. The question is "what is a reflection?"

The color black reflects less (or no) light. A material either reflects a color, or doesn't. You can't reflect the absence of a reflection.

Okay, think about what you wrote or asked.

You want something to reflect black when moving lights hit it at nighttime... usually in a dimly lit area, huh ??

If that were possible, then what would your background color be ?? White ?? Well, with no lights except moving light, the white is going to be mighty dark, which will conflict with your black reflective.

You're thinking backwards. If you want something to light up totally black at night, make a reflective white background with opaque black lettering and it will be a reversed reflective lettering job.
