blackened steel?

I think that is Cor-ten steel

Corten steel does have a rust finish and usually continues to rust. Hard to tell with this pic, it looks like it has a texture. Maybe it's a combination of rusted steel that was then cleaned and then blackened, maybe that and then added chemicals to get that mottled patina. Really hard to tell from that pic.
