I was just looking at a Schmidt sandblaster eBay and noticed the PERP tag, so I looked it up.
F.Y.I., this sandblaster has no engine, so I'm assuming that its dust emissions could be construed for pollution, if not for the (pricey) tag?
Seriously, how many does this affect here?

Portable Equipment Registration Program (PERP) | California Air Resources Board
Owners or Operators of portable engines and other types of equipment can register their units under the CARB Statewide Portable Equipment Registration Program (PERP) in order to operate their equipment throughout California without having to obtain individual permits from local air districts.
