Cannot pinpoint this serif font...

No matches here either. Looks like it's been (poorly) vectorized once already.

Looks to me like Trajan Pro is close for most of the letters except the modified A. John

Trajan is the closest I could find, but it's not quite it.

May just have to retrace this one by hand.

Why don't customers ever have vector files of their logos?

OK my best guess on this is they used one of the many versions of Garamond and customized the W, or a rip-off of Garamond that doesn't have the four-pointed W.

Neato....probably cause they didn't pay for a logo package, just had a sign made.
Or, they have it in vector art, but don't know what it is cause they can't open it.

I see it here all the time, work something up for a truck decal, next thing they want to use
it for t-shirts. I give them a jpeg for the t-shirt shop, not my vector file.
If they pay for a logo package, they get all the files they need on cd.
