Can't open tif file

I have a tif file that says "Could not open because of a problem parsing the tiff file"
I have ps 7 not sure what version it was saved from(probably cs2 or 3). Is this my problem or is it something else.

Thanks shovelhead. I ran across that after I posted. But this was created with ps. Does cs2 or 3 have a greater pixel limit.

btw the file is 353 mb and 36432 x 12960 pixels.
I tried but cant create a document in ps 7 over 30000 pixels.
