Channel Letter/Electric Sign Removal

Just Checking, and I know that it varies from state to state, but does removal of an electric (LED or Neon) require an electrical contractor. While we are certified contractors, we don't do electrical work. Wondering if we are able to simply turn off power, remove a sign, and cap the wires.

I am searching online, but coming up with nothing. My inclination is to not touch it, have the client contact a licensed electrician.

If you arent electric sign contractors, I would have an electrician disconnect and cap power, then you do your thing
