Wilcom has a chenille font that looks like that, but given their naming schema, it could be based on anything. Some they are obvious with, some they are not.

I looked at it again, it looks like it based off of Cooper. While there are similarities, and maybe with a few tweaks could get that to work, but it isn't the same.
