Client requires a "sign agreement" to send to corporate for capital expenditures.

Agree, unless they can send you a sample of what they consider a "sign agreement" a standard proposal is what I'd give them​

I wouldn't sign it. They came to you. Probably full of legal BS that puts you at a disadvantage.
