... there is nothing special here - if you are using the perf cut you will get tabs as you are not cutting through the paper there. ANY perforation after tearing will have some artifact.
That being said, you can reduce the tab quite a bit. a lot is based on your patience and how meticulous you are for setup. First, for clean stickers, a contour cut that is a kiss-cut through only the vinyl and not backer is preferred, but you should be able to get pretty good results perf-cutting the contour... For the up and down settings for the perf-cut, keep dialing in your settings so that you are not fully pulling the blade out of the media during the up part... Ideally you will have about 1/4 to 1/3 of the thickness of the backer still intact. The down-stroke is not as critical as long as you have a sharp part of the blade cutting - but when the up and down stroke of the knife are correct, the blade will go slightly deeper than it really needs to in the down stroke, then a fixed up (this allows the blade depth setting to effectively be a very fine up depth limit adjustment... again you are trying to cut mostly through- all but a few fibers - on the up part of the perf.)
If too much falls out when plotting, leave a little more on the up, if none try to fall on their own, try lowering it a but... the best look would be cutting all the way through, but then they fall out and you have other issues.
Also, please be aware that the final motion when adjusting blade depth is always putting the blade out more - if you need to retract it a bit, retract twice as much as you need and make the final motion an extension. This will eliminate any slop in the threads of the adjuster - again we are really trying to keep it cutting all but a few fibers; the slop on the threads is about the thickness of a paper fiber.
