Have a customer who wants the EXACT color of brown used on the mutcd / fhwa / dot signs

Already looked through the guidebook;

For the longest time the Pantone equivalent of the MUTCD brown color has been PMS 469.

But that's only for print purposes to approximate the color in illustrated diagrams. The brown background color on actual traffic signs is a specific Type III retro-reflective diamond-grade vinyl. There's a ton of other required specs for various kinds of traffic signs. But if the main goal is just copying the brown color used on those signs, but for a commercial business project then PMS 469 is the reference to use.

What substrate and what substrate warranty! I can lead you to digital traffic sign printing solution: HP Latex 365 printing through SAI/3M Traffic PS RIP (includes all Traffic sign colors), onto 3M 3930 High Intensity Prismatic film and laminated with 3M 1170C that are warranted by 3M to last outdoors for up to 10 years. The 3M series 4000 Diamond Grade film is difficult to print on the HP Latex 365 and is difficult to die-cut on roll cutter due to thickness.

My understanding it was just the color brown that did it for them.

I didn't get the full specs and believe they were going to be on non-illuminated signs
