Color Static Cling?

I have a customer who wants some story board things made. They are a plastic board with sheets of what appears to be color static cling with figures printed in black on them. I need to know if anyone knows of a supplier for color static cling on a roll or some other type of vinyl with out any adhesive. The kids are to cut the figures out and then they can place them on the board "acting" out bible stories. Any ideas for a colored cling or other vinyl without an adhesive? Thanks
