To me it looks like the clear film they put over striping tape, the one you MUST remove after applying the stripes otherwise it bakes under sunlight and it's a nightmare to remove once baked on. This clear film is available in roll of different sizes. I have a 10" in stock. I got it from my strping & graphics source in Montreal. They have their own equipment to convert sign film into striping rolls (for special requests of color or width). Maybe you can call any of the film converters in US and ask if they can sell you a roll? Universal Products (
