A pdf created by Illustrator is often the EXACT same file as the equivalent ai or eps.

Sure, if you're not saving a conglomerate of different objects in different formats but just a simple object or objects there is no reason for it to be any different. But that has nothing to do with the notion of 'converting' a PDF to some other format. Things are extracted from a PDF much like extracting a book from a library. Once extracted, then and only then can they be translated into other formats.

Your last sentence made it sound like once it was a pdf then there was no hope to convert to a usable format. Since we did not see the file in question we can only make assumptions. Maybe it is an easy conversion

2-3 times per week on average, customers send me pdfs and ask to have it converted to a vector and they are already vector. Certainly not all pdf's are ready to go but many don't take the moment to import or open the pdf to look at what is contained within
