Copying this Effect

Hey everyone.. I am interested in creating or recreating this effect. To me it looks like a progressive blur that starts at one 'speed' and ends at another.

Can anyone shed light on how you would recreate something like this? I design in IL and PS but I would be interested in hearing how you would recreate in other applications too.

In Illustrator, select the text, pick Effects, Blur, Radial Blur, then amount about 25 or so, Blur Method Zoom, Quality wherever you need it.

Looks like a radial blur to me too.

You could also drink enough of this to get the same effect.
It' a "live" effect and depending on how much is applied will either clear up or fade to complete black.
