Is there a simple way to overlay letters so that the outline is even?

Select both items and use the center tools to center them. Click "help" and type "centering objects."

select both items. Press the C key then the E key.
one centers vertical, the other horizontal

Sounds like you are trying to take 2 weights of a font or sizes of the letters to simulate an outline. It will never look correct, see previous posts for how to do it properly
