Cowboy Hat for Car need help!!!

I have a customer that wants a 3 dimensional cowboy hat for the top of a delivery car... Smart Car

I'm not sure where to start looking, I'm guessing it will have to be custom made ..

I have seen an elephant on the top of VW's in florida they are for a pest control company..

If you have seen them I need something similar.

I'm thinking it needs to be fiberglass...
