Although they don't show it on their web page anymore, Adobe currently allows you to upgrade to a "stand alone" (not Creative Cloud) version of Illustrator CS6 if you have a version of Illustrator eligible for upgrade. Cost is $249 + your state's sales tax. You have to call their order line on the phone. I was having issues with CS5 (32 Bit running on Windows 8) hanging up on extremely large files, but the 64 Bit CS6 works well. Since I'm not an Illustrator "power user", I'm happy to settle with the CS6 upgrade instead of paying the monthly fee into eternity.
Just to put it in perspective, ever since Adobe "took to the cloud", the (once abundant) stuff on Ebay has all but disappeared. As of now, there are absolutely no stand alone CS6 upgrades available on Ebay.
