I've searched all day and can't seem to find anything that is decent to use.

I'm not sure if this will work, but I've had to do the search for certificate borders before and found a site that works: http://www.certificatestreet.com/templates/blank.html

Maybe you can download one of those with the intricate border and adjust it for your needs.
