Cut Frosted vinyl should I be using a high tack transfer tape?

I'm having a hard time getting the frost vinyl to stick to the medium tack transfer tape. I've also adjusted my cutting depth to insure I wasn't locking the vinyl down into the backing. Should I be using a higher tack transfer tape?

Rtape transfer tape paper and clear.
