I have a cjv30-130 and don't know how after I print something how to cut the center out of stickers and the outline

You have to set up the contour cut in whatever program you're using. I use Illy and 100% magenta. In VW if I send it a contour cut path an "A" shows up in the file properties. Yours will obviously be different.
At that point I have to tell the RIP to print with marks for cutting if its going to be laminated. If not I just click print/cut and send the file.
For future reference: When you need a detailed explanation you need to provide relevant, defined information. Software, RIP, etc...
You can also check with YouTube or the dealer where you bought the rig.
