Cutting Misaligned 1/2" Entire Print

I have searched the archives, and although I remember reading about a similar problem, I could not find it in my searches.
I need some suggestions on how to diagnose a problem with my Roland Versacamm SP300V.
My contour cutting is off about a 1/2" to the right and 1/8" off below my prints.
I can not figure out the reason for the problem.

Info that may be helpful to potential assistance:

-I have a new computer and this is my first time cutting since the change (although I highly doubt this has anything to do with the cause as everything else has woked fine)

-I tried both auto and manual alignments and it shows to be right on the money with the test print.

-I tried about three different prints with the same results. (from the same file though)

-The prints were removed for a day, laminated, then re-inserted into the printer for cutting.

-The printer seems to find the crop marks without a problem and is making the cuts in the proper shapes, but they are off the whole way of the print evenly.

Help would be greatly appreciated.
Cheers.

What happens when you just print/cut without lam? Same thing?
What speed is your cutter set at? I always use a very slow setting for print/cut.
What blade are you using? 45 or 60? Is your blade offset set accordingly?

make sure you blade is in the correct blade holder position. i racked my head trying to figure out why my graphtec was plotting .25 too high. i forgot to move the blade holder from die cut position to the kisscut position.

I found the older posts regarding this and tried cleaning the enocder strip, switching the main power on and off, but it's still off.
I also have always cut at 15 cm/sec with 130 downforce which has worked well in the past.

It's a 60 degree blade, but that should not matter, as the cut is a 1/2" off at least
I'm not sure what the laminate would do to throw it off, but I will try and cut a non-lam piece and see what happens.
I will try and print from another file today and cut too. (So much for a day off)

What is the die-cut versus kiss-cut position?
I've never heard of this before. I'm not sure my Roland has a moveable blade holder, but I could be wrong.

Thanks for the help so far!
