I wanted to follow up with this thread in case someone else runs into this problem.
The air in the lines was causing the print head malfunction and was separate from the printing issues. I drew the air out of the lines and dropped in a new head and all is well.
The print quality issue was from using a thin, matte, adhesive backed material. Because of how thin the media was with a clear poly release liner on the back side, the rollers that feed the media were slipping causing a banding effect. Now, I only print one poster at a time on this material and feed enough off the roll and just let it hang so the printer doesn't have to pull it off the roll. This fixed the problem and it's been printing fine.
