electronic signs on cars coming to CA?

So the State wants to put electronic ads on license plates. The city of Los Angeles has banned electronic billboards. Would this make all cars in LA illegal?

I saw that yesterday, doubt it ever happens. Too many issues like power supply, maintenance, messages not appearing properly or transmitters failing.
The real fun will be when someone doesn't like the group being advertised and sues for religious or cultural differences. Think PETA driver vs. McDonalds tag display.

I just mounted it different to be more visible

I agree. Too many hackers that would be able to change the license plate number...
