Is it okay to clean the encoder strip on my sp300 using the cleaning fluid or do I need to run into town for 99% isopropyl alcohol?

Neither!
Gently clean using only a damp (water) non-shedding lint-free soft cloth. The encoder contains markings that can be (will be) removed with harsh cleaning agents.
