falcon outdoor heater question

found out my heaters weren't working and discovered the ribbon that connects to the heater control panel was damaged. I luckily had an extra ribbon on hand and connected it up but nothing lights up on the heater panel and of course the heaters aren't working. otherwise the printer works fine and I tested both fuses not sure where to troubleshoot next.

any help would be appreciated
