Finding an original clipart?

So i am trying to track down the original clip art for this ? I have done and image search but everything keeps popping up as jpeg. I would like the vector files. Can anyone shed some light?

Possibly, however, from the looks of it, the icons are vector and the background was raster. It looks dated, i just can't find a match.

it looks like a page in progress thing so I would expect it is only a .jpeg.
