Flag Pole issues

We have a funeral home that calls us after every storm to pull one flag off another pole. Like at least 6 times a year we are going out there for a 2 second job, but by the time everything is added up, drive time, setup, paperwork, we are billing them for an hour minimum. They've asked if we can do anything to prevent the flags from getting hung up or tangled. I'm wondering if they're flag poles are set too close, or if the flags are oversized. All I have this second is a couple of street view shots.

Ok, it gets a bit sillier.
This has been an issue forever, but evidently we replaced the rope for the flags about 6 months ago, and the frequency has increased...
"We've been using the same size flags forever, and they haven't gotten hung up this much until you replaced the rope"
So ignoring the oversized flags, and looking into where we got the rope, it appears we ordered from amazon... Purchasing says 'it was flag pole rope...' The listing says nylon. My brief research says polyester is better for flags.
I'm going to get some rope from a local flag company, so at least I can throw the blame back at them if it doesn't work out this time.
Anybody else reckon that makes sense?
