View->Color->Open Table... select cmyk.swt
There are two blacks in this table up close to the front. Get rid of one of them and change the other to c=0,m=0,y=0,k=100 and save it with a new name. Then do...
View->Create Swatch->Current Palette
Use the various options in the Design Central to produce a usable table and then select all text and use the text editing tools to get rid of all the boilerplate leaving just the Pantone numbers. While you're at it you can move the block of all the text so each label is at top of its respeitve color sample rather than along side.
Set the rendering intent to 'Spot' for everything except bitmaps, leave that set to 'Perceptual'. Then print this chart on whatever media you're using with whatever profile is appropriate.
Now take whatever specific vinyl color chart and come up with the best match for any given color on this chart. Most will match something, some will be a bit difficult. You'll just have to farkel around with the difficult colors.
From this point it's a simple matter to construct a palette for just these colors of interest.
