Trying to identify the font used on Victorian number plates in Australia. Any help would be great.

For the larger letter & number combinations HIGHWAY GOTHIC C is as close as you will get for a font. The Q you will have to tweak a tad bit.
For the smaller bottom text URW GROTESK T NARROW or something from the FUTURA family should work. A much better pic would be far better to help identify the typefaces.
