Font Help Please....

Can anyone help identify this font. Where can I get it or purchase it?

I show it in my database attributed to Microsoft in 1999 (which is not for certain) under the font name of "Jotto". No known other industry standard or clone names. Google search does not locate it.

I don't know if that's much help but it is evidently an obscure and unavailable font.
