I looked at this yesterday and was unable to come up with anything any closer than Futura Extra Bold or ITC Kabel Ultra as a starting point. And they aren't close enough to even recommend them over just vectorizing from scratch.

Hand lettered. I realize that it's a somewhat less than clear image but...
The differences in like letters is such that it cannot be accounted for merely by image resolution.
Of the four uppercase 'O's, no two of them are precisely alike.
The two 'R's are different from each other.
The treatment of the bottom leg of the 'L' is way different from the bottom legs of the 'E's.
