Font ID please

Another sign company we work with gave us a jpg as "print ready art" and is blown away i cant edit the file...
They cant/ wont help and i need to figure this out.
What the font is no help because the image is crap and the font is nothing ive seen before.
Hoping someone knows this one off the top of their heads.
