Also the font is Times New Roman.

Kerning may suck but that font is definitely NOT Times New Roman. I was not able to identify it though.

It's definitely a knock-off of Times New Roman (Bold Italic). It's not an exact match, as it's clearly been redesigned for engraving (shorter, thicker serifs and thicker cross strokes). Whatever it is, it was probably bundled with some ancient engraving software.
