An interesting program named PhotoFiltre is available for free downloading at http://www.photofiltre.com/
That's right. I said free. There are absolutely no catches. No hidden fees or even registration. It's from a French group, so unless you're Baz, make sure you select the English version. There are also a number of pre-made files that work with it that must be downloaded separately.
It does a number of things you would normally use Photoshop to do and is particularly slanted at working with masks and special effect filters.
