No there are a number of similar holidays that also happen around this time of year including Hannukah, Kwanzaa and about a dozen others. To wish someone a Merry Christmas assumes that this is the holiday they celebrate while Happy Holidays simply assumes that there is one or more holidays they are celebrating at this time of year.
