I should know this one, but all the serif fonts start to look alike to me after awhile.

Fred that font is a persian typeface. I can't find any version of it that has latin characters.

Is it a windows system font or something?

I think so. I'm not personally familiar with the font. The Find My Font program identified it from its online database and showed pretty much an exact image of your sample. This is the attribution given:
