Help with cleaning mode?

Could anyone let me know how to change the cleaning mode on the Value Jet. The display reads STRONG & NORMAL (they are both lite up) What do I need to do to change this to an ECO clean?

The bottom light is the only one that should be lit...

At the ValueJet 1614 when both strong and normal led are on,
then the Economical cleaning is selected.
