Help with permits in Houston

I have a customer in Houston (HW6 / I10 area) doing a holiday event. Will have a perimeter fence, 6ft tall x about 2000ft around. The customer wants most of the fence covered with printed banner. Will be up for about 60 days. Anyone able to clarify if sign permits are needed and if they are help with permitting and install. Customer also wants some banners put around the shopping center facing the street to advertise the event.

I was hoping to just print the banners but looks like it is more complicated than that in Houston
