Highly adhesive/sticky material for stickers on plastic folder

I have search on this forum and asked google a few times but I'm sure I'm not using the right wording(newbi here).

I created some samples stickers for a client using 3MIJ35C. The client is happy with the quality but is asking for a material that won't be easy to peel off from plastic folders(where he will use them).

Question: What is a material you recommend to be very difficult to peel off from plastic folders?
