How can I make an outline around an object in corel x3?

What I want to do is make an outline or border or whatever it is called around a picture of a deer that I drew in Corel. I want it to be about 1/4"
larger than the deer itself. The reason is , I want to put white vinyl down first and then the deer in black vinyl on top of the white with 1/4" white vinyl showing around the black deer. I have tried a lot of things but with no success. Thanks!

Ok , I did the contour with one step but then it has 3 outlines,(the outside , the original, and then one on the inside of the original. I need the original and the inside ones to be out of there. Do I need to do the eraser, and erase the other 2 outlines?
