How can you get consistant at any resolutions?

does anyone have an aproximate rule or formula, to get consistant at any resolution?
what I mean is for example print a picture at 720x720 an color are OK
but the same picture printed at 360x360 looks wash out and at 720x1400 looks over saturated, the same thing happens with a solid color
Normally I print a test or a few of them, and this is what I trying to avoid.

you need to color proof or pull down the color profiles for the correct print resolutions. I did learn something new while i was at SGIA. When printing at 360x540 with a jv3-sp setup in 2 x cmyk, only one set of heads fires rather than both. this can be why it looks less saturated for this profile. If you run a lot at this resolution, which we are starting to do, you'll notice that you run through one set of inks rather than both equally
