How do I create . . .

Is there a proper method for creating a dreamy/hazy look around the edges of a photo in Photoshop.

I have never learned this technique before and don't know where to begin.

Or is there a filter or plug-in that will accomplish this effect ?

Check in layer effects for glow and then play with the transparency of it.

I'm not 100% sure of your idea of haze/dreamy but I would almost take it as a white vignette (see pics). For this effect:
1. Chose Elliptical Marquee Tool (EMT)
2. Set Feather to 150px (may vary for image size but a good place to start)
3. Create a new layer
4. Drag the EMT crosshairs from the top left corner to the bottom right corner
5. Select inverse (CTRL-SHIFT-I or CMND-SHIFT-I)
6. Fill with white
7. Lower the layer opacity (example below is 54%)

Don't know if this is your idea of hazy but I thought I would put it out there. If you do the same steps but fill with black, you get a nice vignette.

Replicator - Thanks. I'm on here ever day but don't post a lot because I'm still a newbie. A good friend shared that PS "trick" with me and I use it a lot. You can try different colors, different feather sizes, and the size of your elliptical to create many different looks. You can also use that elliptical marquee tool & select inverse on the main layer or duplicate layer, to put some effects (distort, blur, glow, etc) on the outer edges. Glad I could help.

get in the habit of doing non-destructive affects - learn how to create stuff with layers so it remains editable for tweaks etc

or just drink lots and squint a bit:clapping:
