HP R1000 quality settings

When we bought this machine, we tried to set our default quality settings for estimating purposes. So we standardized at 6 pass for most things, increasing passes only when necessary. Now it seems like our standard has to be 10 pass or 12 pass to get acceptable quality even though we’re doing the maintenance and all that. Obviously for cost reasons we need to remedy that. The attached images are 6 pass for a clearance sign on 18pt C1S, and banding in the red is pretty apparent. The yellow has no banding, but the black does.
What feedback do you have that might help?

seems that you have rotated the sheet on the output table. I guess the banding is horizontal, not vertical.
Check the nozzle test print If the printheads are in good condition.
If not, replace the defective printheads.
If yes, check diagnostic drop detection / reset database and redo the same print in 6 pass.

Check the nozzles. Pay very close attention to optimizer performance. And alingment.
