Inbound freight costs for materials

Hello, how do you handle freight costs with estimates, etc.? Example, my estimators estimate $200.00 for materials, I go to order and there is a $95.00 freight charge that was not in the estimate. My first thought was to simply bill it, but I need to know a standard practice here. Should the estimator be calling and checking those costs to put into the estimate first? That was my solution for them.
