Ok with all of the great infringement threads going on I thought I'd ask if you purchase clipart or an image legally, can you manipulate it or change the background ?

You have the read the licence that applies to the specific item you want to use.....

As Royster brought up, it depends on the clip-art, and it depends in it's use... almost all clip-art will not allow logo usage if that was your intention... some will not allow for t-shirt designs unless you license it for that or if it is on a product like stickers, packaging lunch boxes etc....
